NAAPAC is making significant headway towards its goal of raising $1.2 million, with over $448,000 already raised as of May 6.  

NAA affiliates are making progress towards their 2024 Fund Our Future goals. Presently, 21 affiliates have already met their fundraising goal for the year. To keep track of your affiliate's progress, please check the following link. We are thankful to all our affiliates who are working hard to strengthen the impact of NAAPAC. 

Suppliers have played a crucial role in our success, contributing nearly $221,000 and are well on their way to exceeding their 2024 National Suppliers Council's fundraising goal of $510,000. We are grateful to all our suppliers for their unwavering support of our industry efforts.

Meetings with Congress – What Happens After is as Important as What Happens During

NAA advocates met with 260 Congressional offices during NAA’s lobby day two months ago and have been following up on those meetings by asking their Members of Congress for firm decisions about taking the actions requested by NAA’s constituent-advocates. 

According to the Congressional Management Foundation, only 15% of Congressional staff surveyed believe that advocates follow up after meetings in a helpful and timely manner. In fact, one House Legislative Director said this about follow up: "If there’s an ask to sign on to a bill or to sign onto a letter, especially something with a deadline, and I never hear about it again... I’m wondering how much of a priority it is to the group.” (Source: The Congressional Management Foundation.) 

This year, NAA advocates more than tripled confirmed follow-up compared to last year’s effort. While the number of meetings year over year remained essentially the same (2024=260, 2023=262), the number of meetings with confirmed follow-up skyrocketed from just 25 (10% of total meetings) in 2023 to 93 (36% of total meetings) in 2024. 

Given the fact that most advocates fail to follow up, Members of Congress will remember that NAA’s advocates follow up and they will take future requests more seriously as a result.

Housing Affordability Program (HAP) Update

NAA and affiliate staff are watching for any final legislative action on several Housing Affordability (HAP) campaigns:  

  • For the East Bay Rental Housing Authority in California, their $50,000 campaign to fight TOPA (Tenant Opportunity to Purchase) legislation at the Oakland City Council has concluded. The City Council has not taken any votes on TOPA legislation thus far.  

  • In Connecticut, the Connecticut Apartment Association’s $30,000 campaign to fight rent control legislation at the state level has also concluded and legislation has not cleared both chambers of the Assembly. The Assembly is set to adjourn on May 8. 

  • For Chicagoland Apartment Association’s (CAA) $217,000 campaign to build on the existing SHAPE program and fight rent control legislation at the state level, the legislative session is set to end on May 24 and rent control legislation has yet to emerge. CAA is keeping resources in reserve under the existing budget should a threat emerge later in the year. 

The following campaigns are still underway: 

  • In Maryland, the Apartment and Office Building Association of Metropolitan Washington (AOBA) has secured a $50,000 HAP grant to fight the permanent extension of a rent cap in Prince George’s County. AOBA has matched the grant with $50,000 of their own.

  • The Property Management Association of Michigan is still working through its $50,000 campaign to fight source of income, rent control, and right to renew legislation that the state level. 

  • In Massachusetts, the Greater Boston Real Estate Board has launched its $150,000 campaign to fight a statewide transfer tax on the sale of all properties over $1 million, at a rate between 05-2%.
