The 2026 Rental Housing Advocacy and Legal Summit (RHALS) connects and educates government affairs professionals and volunteers while discussing pressing rental housing industry issues happening all over the country.
RHALS also offers attorneys an opportunity to earn CLE credits* while discussing the trends, threats and challenges facing the rental housing industry. This is a must-attend event for all industry professionals seeking to stay informed and prepared to contend with the ever-evolving world of rental housing law and regulation.

Registration
Programming for RHALS is designed specifically for governmental affairs professionals, affiliate volunteers and legal professionals. Therefore, registration is limited and NAA reserves the right to cancel registration of anyone that does not meet the criteria. Registration for suppliers is available to event sponsors only. Registration fee includes: Access to all general sessions, education sessions and Tuesday Welcome Reception. Breakfast will be provided each day of the conference. Lunch will be provided Tuesday only.
NAA Refund Policy: Cancellation requests must be received in writing. Requests received on or before July 8, 2026 are entitled to 100% refund less a $150 administration fee. After July 8, 2026 there will be no refunds. Refunds will not be issued on unused tickets.

Legal Keynote Speaker: David Koysza
David Koysza, Chief Legal Officer for Greystar, leads the company’s Legal Corporate Compliance and Risk Management Teams. Working closely with Greystar’s CEO and senior leadership, he ensures the company’s compliance with legal, regulatory requirements and responsible business practices. David also serves as a member of Greystar’s Executive Committee.
David’s resume includes 13 years at The Boeing Company, holding executive positions across law and compliance and serving on Boeing’s Law & Global Compliance leadership team. He was also a shareholder in private practice, a Bristow Fellow at the U.S. Department of Justice and a law clerk for the chief judge of the U.S. Court of Appeals for the Fourth Circuit.
David received his bachelor’s degree from Furman University and a law degree from Duke University School of Law.
GA Keynote Speaker: Ralph Perrey
Ralph Perrey, Executive Director of the Tennessee Housing Development Agency (THDA), is the longest serving Executive Director in the agency’s history with over two decades of experience. He has served on THDA’s Board of Directors, too.
In that time, the agency has revamped its mortgage products and down payment assistance program; established its own loan servicing division; significantly increased support for affordable housing development; and based THDA staff regionally to better interact with partners across the state.
Ralph is also the Chairman of the Board of Governors of the National Housing Conference, the nation’s oldest housing advocacy organization. He is immediate past Board Chairman of the National Council of State Housing Agencies and serves on the bipartisan National Housing Crisis Task Force.
