Opening General Session (Keynote): Leveraging Market Insights to Influence Policymakers

In today’s legislative environment, crafting persuasive, memorable messages that resonate with policymakers is more important than ever.  Teo Nicolais, Lecturer in Urban Planning and Design at Harvard University, offers a data-driven, solutions-oriented framework for housing policy discussions to help you win over key lawmakers at all levels of government.  Drawing from his industry experience as an apartment owner, a volunteer at the local, state and national levels of NAA, as well as his academic research and years of teaching at Harvard, Nicolais brings forward-looking insights to elevate and empower advocates of effective housing policy.

Teo Nicolais, President of Nicolais, LLC and Lecturer at Harvard University, has over 2 decades worth of real estate, investment and education experience. At his real estate investment firm, he invests in rental housing properties in the Metro Denver Area. Teo also served as the VP of the Apartment Association of Metro Denver (AAMD) and currently sits on the Board of Directors of the Colorado Apartment Association. He has served as the AAMD’s Independent Rental Owner’s Council Chair, a Director of the U.S. Fund for UNICEF and is a member of the Urban Land Institute. Teo has taught 95 courses at the Harvard Division of Continuing Education. He holds a B.A. in Economics from Harvard University and an M.S. in Real Estate Development from Massachusetts Institute of Technology (MIT).

Greg also served on the National Association of Homebuilders and the National Association of Local Housing Finance Agencies. He holds a B.A. in Political Science from Texas A&M University and a Master of Public Administration from American University.

Nicole Upano, Assistant Vice President of Housing Policy & Regulatory Affairs at NAA, brings 19 years of association leadership and advocacy to her role. She leads NAA’s federal regulatory advocacy program and guides volunteers in setting association priorities. Nicole serves as the association’s lead housing policy expert and manages a team of subject matter experts that support the industry’s advocacy with policy research, analysis and insights at all levels of government. She holds a B.A. in Political Science and a minor in Studio Art from Indiana University Bloomington.

Legislative Trends: How Policies Regulating Algorithms Impact the Rental Housing Industry

Algorithms and other technology can help housing providers optimize and modernize business practices to ensure that they are operating efficiently and are effectively serving their residents. Despite the legitimate business reasons that housing providers have for using these tools, state and local legislation threaten these practices. This session will explore how states and localities are seeking to regulate the use of algorithms and other technology tools in ways that could impact the rental housing industry. This session will feature a policy conversation focused on legislative activity and will not cover litigation matters.  

Attendees can expect to learn what policies certain state and local governments have adopted or are considering and the effects that overregulation will have on the rental housing industry in those markets. Attendees will hear from their colleagues on insights and lessons learned from advocacy and government affairs initiatives. Litigation and legal strategy will not be discussed.

He is the author of the Colorado Legal Handbook and Lease, and several revisions to Colorado’s Eviction Statutes. Drew holds a degree from the University of Denver, School of Business and a JD from the University of Denver, College of Law.

Jim Wilson, Ph.D. is the Assistant Vice President for Political Affairs and Stakeholder Engagement for the National Apartment Association; he joined the NAA in August 2016. Jim is responsible for management and growth of NAA political affairs programs including NAAPAC NAA’s political action committee) and grassroots advocacy. Further, Jim oversees NAA’s partnership and engagement with external stakeholders who share an interest in similar policy concerns. Finally, he directs efforts to increase the “practice of advocacy” by NAA affiliates and members in advocacy on behalf of the apartment industry. From 2016-2021, Jim was NAA’s Director of Political Affairs, overseeing fundraising and contribution programs for NAAPAC as well as NAA’s Advocacy365 grassroots program.

Kim Graham, Executive Director of the Greater Charlotte Apartment Association (GCAA), has 18 years of public policy, communications and workforce development experience. She leads the largest apartment association in the Carolinas and developed the Apartment Career Credentials Empowering Student Success Program for local graduating seniors. Kim also served as SVP of Outreach and Fund Development for The Housing Partnership, leading their philanthropic efforts, communications and community initiatives. She holds a B.A. in English from Johnson C. Smith University and an M.P.A. from the University of North Carolina at Charlotte with a concentration in urban management and policy.

Rob Johnson, Senior Manager of NAAPAC Fundraising & Development for NAA, has extensive experience in associations, government affairs and as a seasoned campaign operative for federal, state and local races. His resume includes roles as a Policy & Government Relations Associate for the National Association of Manufacturers, where he oversaw the growth and management of the NAM-PAC and engaged in policy issues related to tax, energy and natural resources. Rob also served the Director of Community Affairs for U.S. Senator Mark Kirk (R-IL), focusing on intergovernmental outreach and agricultural policy. He holds a B.A. in History from Villanova University.
