Rent control has been gaining traction in cities with increasing housing costs. And yet, we know that this failed policy—by any name rent control, rent stabilization, and more recently, anti-price gouging protections—hurts the local communities it is meant to help. It puts increased pressure on the existing limited supply of housing and discourages investment in new construction. Join this session to learn more about the rental housing industry’s advocacy and legal efforts to defeat rent control policies, the National Apartment Association’s (NAA) growing body of research on the subject and how you can get involved to stop these policies from spreading.

Ayiesha Beverly
Ayiesha Beverly, General Counsel and Legal Affairs’ Team Lead for NAA, provides strategic legal guidance to NAA’s leadership, ensures adherence to all laws and oversees the compliance functions of NAA Click & Lease. She also guides the association’s litigation and is licensed to practice in Virginia and Maryland. Ayiesha holds a B.A. in Political Science and Government from North Carolina State University and a J.D. in Law from North Carolina Central University School of Law. Ayiesha is In-House Counsel Certified (ICC) by the Association of Corporate Counsel’s Credentialing Institute, too.
Leah Cuffy
Leah Cuffy, Director of Advocacy Research at NAA, oversees the development and execution of NAA’s research projects that encourage advocacy and influence data driven decision-making at local, state and federal levels. She is skilled in conducting comprehensive research, analyzing industry trends and evaluating the economic impacts on policy proposals. Leah also served in commercial real estate research and analytics with Costar Group and has experience in property management at Equity Residential and UDR. She holds a B.S. in Business Administration with a concentration in Marketing from Washington Adventist University.
Ben Harrold
Ben Harrold, Public Policy Manager at NAA, serves as the policy expert for economic issues like housing affordability, rental assistance programs and multifamily development. He’s served as the Housing Fellow for the Vermont Housing Finance Agency and co-founder of a grassroots, pro-housing advocacy group in New Hampshire. Ben holds a B.A. in Political Science and Music and a M.A. in Political Science with a concentration in Public Policy, both from Northeastern University.
