And yet, we know that this failed policy—by any name rent control, rent stabilization, and more recently, anti-price gouging protections—hurts the local communities it is meant to help. It puts increased pressure on the existing limited supply of housing and discourages investment in new construction. Leah Cuffy

Leah Cuffy, Director of Advocacy Research at NAA, oversees the development and execution of NAA’s research projects that encourage advocacy and influence data driven decision-making at local, state and federal levels. She is skilled in conducting comprehensive research, analyzing industry trends and evaluating the economic impacts on policy proposals. Leah also served in commercial real estate research and analytics with Costar Group and has experience in property management at Equity Residential and UDR. She holds a B.S. in Business Administration with a concentration in Marketing from Washington Adventist University.

Ben Harrold

Ben Harrold, Public Policy Manager at NAA, serves as the policy expert for economic issues like housing affordability, rental assistance programs and multifamily development. He’s served as the Housing Fellow for the Vermont Housing Finance Agency and co-founder of a grassroots, pro-housing advocacy group in New Hampshire. Ben holds a B.A. in Political Science and Music and a M.A. in Political Science with a concentration in Public Policy, both from Northeastern University.
