Revenue Management Legislation Dominates NAA’s February ALW Webinar

On February 21, 2024, the National Apartment Association (NAA) hosted the latest installment of its Advocacy and Legal Webinar (ALW) series. Some key takeaways include:

  • Federal Legislative Update: Jodie Applewhite, Director of Federal Legislative Affairs, provided an update on NAA’s legislative priorities in the 118th Congress. This month, NAA members will build upon this work on Lobby Day at Advocate Conference to get our priorities over the finish line. She also highlighted legislation of interest, including the Preventing the Algorithmic Facilitation of Rental Housing Cartels Act of 2024.
  • Regulatory Roundup: In this month’s Regulatory Roundup, Nicole Upano, AVP of Housing Policy and Regulatory Affairs, highlighted federal issues of concern to the industry, such as HUD’s proposed changes to the methodology used for calculating Section 8 income limits and the United States Postal Service’s decision allowing postmasters to decide to cease mail delivery to apartments near universities; instead on-site staff would be responsible for delivery to individual units.
  • State and Local Update: Building on our federal update, Joe Riter, Senior Manager of Public Policy highlighted Colorado HB24-1057, Prohibit Algorithmic Devices Used for Rent Setting, and New Hampshire HB1368, prohibiting termination of a tenancy based on a tenant's failure to pay rent that was increased by certain price fixing programs. This month’s program featured rent control updates prominently and Jason Grill promoting the Apartment Association of Kansas City’s advocacy on “source of income” legislation.
  • Legal Update: Ayiesha Beverly, General Counsel, and Brittany Wood, Senior Staff Attorney, highlighted the latest legal news from across the country including the results of petitions asking the Supreme Court of the United States to hear three cases challenging rent control and a local case update on eviction laws.
