External Affairs: Summer 2024 HAPpenings

Summer can be a slower season for NAA's Housing Affordability Program (HAP) as many state legislatures are in recess. However, one campaign has recently concluded on the east coast while another ramps up on the west coast. Both campaigns are prime examples of the tough fights we face and why HAP funding is a valuable resource now more than ever.

  • Maryland: The NAA HAP and the Apartment and Office Building Association (AOBA) worked together in Prince George’s County by each committing $50,000 to fight a rent control bill in the County Council. While the bill ultimately passed, and the impact of the campaign is still being assessed, it is clear that HAP is a vital resource in these fights across the country.

  • California: The Apartment Association of Greater Los Angeles (AAGLA) is the most recent recipient of a $50,000 HAP grant to fight and ordinance which could impose extreme restrictions on rental property in the City of Burbank. AAGLA has contributed $25,000 to extend the effectiveness of the HAP campaign and has already been successful in removing some of the damaging language from the bill. This campaign will progress through the coming months.
