On June 17th, 2024, the National Apartment Association (NAA) hosted the latest installment of its Advocacy and Legal Webinar (ALW) series. Some key takeaways include:

  • Federal Legislative Update: Maria Spencer, Director of Federal Legislative Affairs, provided an update on NAA’s efforts to resolve a federal pre-eviction notice stemming from the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Spencer also discussed both legislation and hearings of interest relevant to the industry. Additionally, she gave an Appropriations update describing the T-HUD (Transportation, Housing and Urban Development) FY25 bill passage.
  • Federal Regulatory Update: Nicole Upano, AVP of Housing Policy and Regulatory Affairs, provided several important updates impacting the industry, including:
    • President Biden’s federal rent control proposal
    • New Federal Housing Finance Agency (FHFA) landlord and tenant requirements for federally backed housing
    • The Federal Trade Commission’s (FTC) proposed fees rule
    • The U.S. Department of Labor (DOL)/Occupational Safety and Health Administration’s (OSHA) heat safety rulemaking and
    • The Federal Communications Commission’s (FCC) proposal on bulk billing
  • State & Local Update: Joe Riter, Senior Manager of Public Policy, shared updates on state and local legislative activity of national significance, including rent control, “source of income” mandates and a mid-year update on NAA’s state and local tracking to date.
  • Legal Update: Lauren Shelton, Paralegal, updated attendees on relevant U.S. Supreme Court opinions, including impacts from the overturning of the Chevron doctrine.
  • Research Update: Leah Cuffy, Director of Advocacy Research, highlighted key takeaways from NAA’s new research, The Ripple Effect: Rent Regulation and Its Effects on Housing and Neighborhood Quality. This study highlights the impact of rent control on communities, interior housing deficiencies and overall housing quality. To learn about this research, read here.
