HAPpenings in SoCal 

The NAA’s Housing Affordability Program (HAP) is assisting two affiliates in Southern California as they push back against rent control and other harmful measures. 

Burbank 

The Apartment Association of Greater Los Angeles (AAGLA) HAP campaign continues to push back against multiple proposed ordinances in the City of Burbank. These proposed new measures include: 

  • rent control; 

  • increased relocation fees; and  

  • draconian anti-harassment and anti-retaliation ordinances with significant penalties. 

While the proposed measures are making their way through the Burbank City Council, a campaign of digital and traditional media is reaching a targeted list of voters and City Councilors in Burbank. Though the final outcome is yet to be determined, the impact of the campaign is evident: 

  • Digital ads are performing far above industry standard as nearly three times as many individuals click on the HAP ads as expected; and  

  • The campaign is driving voters to in-person meetings with over 100 people attending the first community meeting on the ordinances with 90% of those in attendance opposing rent control.   

The outreach is a cooperative effort between NAA and AAGLA with $50,000 funded by HAP and $25,000 funded by the affiliate.  

Santa Ana 

The Apartment Association of Orange County California (AAOC) was recently approved for a HAP grant to support a collaborative effort in Southern California. The city of Santa Ana will hold a Rent Control Ballot Initiative in the November 2024 election, which includes: 

  • rent control and a 3% rent cap; 

  • lease for life; 

  • a renter registry; and  

  • A fee registry.  

If the ballot initiative is passed it will remain codified in the municipal code.  

Any HAP funds granted to AAOC would be combined with the funds contributed from other grants and fundraising asks to coalition partners and AAOC members. The overall campaign is anticipated to top $1 million, including the $50,000 support from HAP.
