Welcome to RHALS 2024! Let's kick things off with keynote speaker, Nolan Gray who is ready to challenge you to rethink -- even consider totally eliminating -- zoning. Nolan is the Research Director for California’s “Yes In My Backyard” (YIMBY), one of the state's largest pro-housing organizations. He is an urban land-use regulation expert and author of “Arbitrary Lines: How Zoning Broke the American City and How To Fix It.”
Then, we’ll hand things over to NAA’s 2024 Chair, Rick Snyder for welcoming remarks for this year’s event.
Nolan Gray

Nolan Gray, Research Director for California’s “Yes In My Backyard” (YIMBY) Movement and urban land-use regulation expert, also authored “Arbitrary Lines: How Zoning Broke the American City and How To Fix It.”
As a City Planner in New York, he gained experience in zoning, managed land use applications and assisted with neighborhood studies. Nolan’s work has appeared in outlets such as The Atlantic, Bloomberg Citylab and The Guardian. He holds a B.A. in Philosophy, with a History minor from the University of Kentucky and a Master’s degree in City/Urban, Community and Regional Planning from Rutgers University.
Rick Snyder
NAA's 2024 Chair, and President & Owner of R.A Snyder Properties
Rick Snyder, CPM, 2024 Chairman of the Board of NAA, owner of the property management firm, R.A. Snyder Properties of San Diego boasts 30 years’ experience in the multifamily industry. He is focused on designing processes and structures that ensure successful property management. Rick also maintains a California Real Estate Broker’s license and serves as an active expert witness for real estate litigation. For two decades, he’s been involved with NAA in many roles, including the Executive, Membership, Governance and Global Outreach Committees as the Vice Chair, Treasurer, Secretary and more. Rick holds a BBA from San Diego State University.

Combatting the Rental Junk Fee Narrative

This does not exist in the rental industry, but the resulting legislation takes a firm stance on necessary charges to maintain steady business function. In this session, we will discuss the state of the "junk fee" narrative, where it is being applied and the most effective strategies to combat it.

Nicole Upano, Assistant Vice President of Housing Policy & Regulatory Affairs at NAA, brings 18 years of association leadership and advocacy to her role. She leads NAA’s federal regulatory advocacy program and guides volunteers in setting association priorities. Nicole serves as the association’s lead housing policy expert and manages a team of subject matter experts that support the industry’s advocacy with policy research, analysis and insights at all levels of government. She oversees NAA’s Legal Affairs Team, NAA’s Click & Lease’s legal and compliance functions and ensures NAA’s adherence to all laws and regulations. After the Storm: Climate Proofing Assets

Natural disasters are nothing new, but the location where they occur has changed over the years. Along with the clean up after the storm come questions regarding who pays, what is paid for, how long recovery will take, where to relocate the residents and employees whose units and offices were damaged/destroyed and everything in-between. This session will discuss considerations for climate proofing assets and the role of insurance in climate proofing assets. The session will also cover insurance laws, how rates are determined, and even pull in employment law implications.

While well-intentioned, code developers continue to consider requirements that ignore practical realities, it is essential that industry experts have a seat at the table when codes are being discussed and adopted. In this session, we will explore the current code debates and how to effectively communicate the needs of the rental housing industry.

Application Fraud - Respond by Strengthening Screening Tools

Finding a responsible resident is key to a successful rental relationship. Lately, some legislators have pursued paths that impact resident screening practices with legislative proposals making it harder to effectively screen applicants. Understanding how these proposals overlook opportunities for fraud in resident screening can help housing provider-friendly policymakers to develop proposals to address the challenge of fraud in rental housing settings with new protective measures. We will explore this challenging and costly issue in a joint legal and policy-oriented session.

Recent and anticipated federal actions to regulate broadband internet service provision in rental housing is expected to produce significant disruptions to rental housing operations whether in light of the FCC’s recent Digital Discrimination Order or an anticipated rule to further restrict or ban bulk billing arrangements in rental housing. In both cases, the FCC places the regulatory burden on housing providers for issues that in many cases are beyond their immediate nexus of control.
