On September 11th, the National Apartment Association (NAA) hosted the latest installment of its Advocacy and Legal Webinar (ALW) series. Some key takeaways include: 

  • Legal Update: Ayiesha Beverly, NAA’s General Counsel, gave updates on just a few of the many cases they are tracking, as well as the latest legal news. She also highlighted some legal wins such as the eviction moratorium case, Darby Development v. United States, and the release of NAA’s new digital publication, Legal View.
  • Federal Legislative Update: Maria Spencer, Director of Federal Legislative Affairs, shared an update on the “Big Three” federal priorities, and the status of the Appropriations and Congressional Calendars.
  • Federal Regulatory Update: Joe Riter, Senior Manager of Public Policy, and Emma Craig, Manager of Public Policy, gave updates on federal regulatory actions effecting the industry, such as:
    • NAA’s advocacy on the Federal Communications Commission’s (FCC) bulk billing rulemaking continues.
    • Fannie and Freddie’s implementation of the Federal Housing Finance Agency’s (FHFA) new landlord/tenant requirements for enterprise-backed housing.
    • The U.S. Department of Labor (DOL)/Occupational Safety and Health Administration’s (OSHA)’s proposed rulemaking on heat safety and potential impacts on maintenance teams and
    • The Federal Trade Commission’s (FTC) Junk Fees Rule which could have sweeping impacts on housing advertisements and leasing.
  • State & Local Update: Emma Craig also provided rent control updates, including California’s Ballot Measure 33, which would repeal important limits on local powers to adopt rent regulations. She also broke down recent legislation aiming to ban the use of price fixing tools, and other notable issues, such as heightened just cause eviction-related activity in New York.
  • Invariant Update: Ashley O’Sullivan, Senior Director at Invariant, provided key takeaways on the upcoming election. She highlighted specific campaigns, their housing agendas and potential industry impacts.
